When a player refers to a character or move as "broken", they are implying that it is a game breaking character or move in which other characters have no answer for or no way to defend again. Unfortunately this term is used liberally within the scene even for characters and moves that are just very strong but not unbeatable. This term will also get thrown around a lot at the early stages of a games life due to people not knowing how to counter certain moves and strategies.
