As the term might help you visualize, an overhead is a move (normal or special) that hits the opponent over their heads which they must block standing. It can be a simple one-time uncombo-able overhead like Ryu's f+strong in SF4 that is used sparringly to keep opponents from just blocking low and crouch-teching, or it can be Dudley's UOH or f+RH that can lead to a super combo in SF3:3S, or it can even be one of many instant overheads in video game system that utilizes jumping, a quick low hitting hitbox and a fat opponent hitbox like Hibiki's jumpback short (verify) in CvS2.
