I pulled this up on SRK today over my break and actually had skipped over it the past day or two because Yoshinoro Ono's interviews are getting pretty redundant at this point. Well, turns out in this interview with Famitsu he hints at another character being added to the SFIV roster.The clue is that it is a character that only appeared in Street Fighter Alpha 3.
According to the Street Fighter Blog they conclude that the only possible character it could be is Karin. They mention Ono said no Final Fight characters will join the cast (I didn't know this) which means Cody is out. At the same time Gief's alternate costume is essentially Haggar so maybe there is a possibility there.Since we already have Sakura in the game, I personally would much rather see Cody (or Guy or Adon if we're talking all of SFA) than another school girl.
Even more than that though, lets be honest here, another returning Street Fighter? Really? We've already established at this point that two of the four new characters need a lot of work to be competitive, so why not work on some fresh faces that can actually put up a fight against Sagat and Bison? Okay sure, so there is Rufus but who the hell wants Rufus to be their main? Alright, I know there are some people out there who like playing him but for most of us he is just not an appealing character no matter how strong he is. This is a bit of a tangent but I really feel there are more than enough returning, recognizable characters at this point to accomplish CAPCOMs main goal of not alienating people who haven't played the game since it was at their local 7-11.

I found this on the official CAPCOM blog today. It's an interview with Ono and he mentioned the main focus of SFIV is bringing back characters people are familiar with so they don't have to be bothered with learning new moves. Interesting.
So this doesn't confirm Karin, and doesn't really confirm anything outside of Sakura not being the last of the returning characters.

Alright, so it's not out of the question that Karin will appear in SFIV, but at this point it looks like it was a mistranslation of the Famitsu article. A post on both GAMEFAQS and SRK has indicated Ono was mentioning that he did not want the cast to get as big as say Street Fighter Alpha 3's so players will still recognize most of the cast.
This still means that maybe we shouldn't get our hopes up for brand new characters in the console release.

adding a bunch of long forgotten faces from the alpha series doesn't sound like something they'd do for sf4 (that is, if they're serious about making sf mainstream again). we should all be glad that this has been chalked up to mistranslation.
also, where the hell is cammy? i wanna play with my st main dammit.
