According to Andria Sang, the Japanese Super Street Fighter 4 blog was updated with this picture, and mentions that true development has started on the arcade version of the game. They say "Juri and Hakan are moving on a Vewlix cabinet, though the instruction card is from the original game." 

Though I assume this has been the plan all along, this is good news for arcade operators who already bought Street Fighter 4, because this seems to be a pretty strong indicator that the upgrade from the original to Super can be done on all the same hardware.
