1up.com has posted the intro sequences for most of the new Super Street Fighter 4 characters. The artwork featured in these clips is a huge leap up in quality over the ones in Street Fighter 4. These were done by Gonzo (Afro Samurai). The sequences have no animation, which is a bit of a bummer. However, and this is my opinion, I'd take the higher quality arwork with no animation over the very bad Saturday morning cartoon animation quality featured in Street Fighter 4.
Now, keep in mind about the "no animation", it costs a lot of money (and time, resources) to make full animation. Doing full animation sequences for 35 characters would have taken lots of time and hundreds of thousands if not in the millions of dollars to produce to the best of my understanding. If you keep that in mind, it makes sense for Capcom to go this route.
